Information seminar for Kyrgyzzhilkommunsoyuz

As part of the Energy Efficiency Program, the Ministry of Economy of the Kyrgyz Republic instructed all organizations of the fuel and energy complex to take measures aimed at developing energy conservation in Kyrgyzstan. One of the key points of the program is to promote a culture of respect for energy among the population.

Taking this factor into account, the State Enterprise Kyrgyzzhilkomungsoyuz asked UNISON Group to assist in improving the capacity of its employees. This is explained by the fact that the functional responsibilities of their employees include not only providing heat to residential buildings and apartments at the proper level, but also information work with the public. There are various situations in the practice of public utilities and they need to have knowledge of legal issues and energy conservation.

The information seminar was attended by employees of heat supply enterprises in Kara-Balta and the village of Belovodskoye in the Chui region. The meeting was held in the form of a discussion, representatives of UNISON Groups Bakyt Askarbekov and Zhanybek Kulumbetov spoke about the resolution of emerging disputes between energy suppliers and consumers in the legal framework.

A separate session was devoted to modern energy efficiency requirements and frequently repeated mistakes in the insulation of residential buildings. The informational materials distributed to the participants with useful tips on energy conservation and protection of energy consumers, released as part of the information campaign “Ushubo\Be Warm Kyrgyzstan-II” by UNISON Group, were particularly useful.

The audience also learned about the financial opportunities provided by the Sustainable Energy Financing Program (KyrSEFF), which has been successfully implemented by the UNISON Group since April 2013. It was noted that one of the objectives of the program is to support energy-saving projects for HOAs, condominiums and groups of residents. They can take advantage of preferential loans and insulate the entrances, roof, exterior walls, replace the windows in the entrance, as well as install an automatic heating point.

Using the example of installing a heat meter for apartment buildings, achievable results were presented. So, if the installation of the equipment itself costs about 150,000 soms and if you divide this amount over a period of time (a year) and divide it among all the tenants, you get a minimal but very effective technical solution that satisfies both sides from the legal and technical side. The result will not take long to wait, apartment owners will significantly reduce heating costs and a favorable temperature regime will be provided in the apartments. Another pleasant surprise for the residents will be a KyrSEFF grant of up to 35% of the used loan, which is issued for the successful implementation of the energy saving project.

The participants were interested in the proposed materials. At the end of the meeting, the staff of the Kyrgyz Housing and Communal Services Union expressed gratitude for the useful information received and asked to conduct similar trainings for their colleagues in other regions of the country.

For reference: The Sustainable Energy Financing Program in Kyrgyzstan (KyrSEFF) is an investment mechanism for financing energy-saving measures in homes and businesses in Kyrgyzstan. The program was developed by the European Bank for Reconstruction and Development (EBRD), with a total loan portfolio of US$ 20 million. It is implemented by Unison Group with GFA consulting group (Germany), D'apollonia Engineering Group (Italy). For the successful implementation of energy-saving measures, KyrSEFF clients receive a grant from 10 to 35% from the European Union's Central Asia Investment Fund (ECIFCA).
